StackablePotions (Port)

This is a fabric port of the simple yet helpful Stackable Potions mod for 1.21 versions, by Cursed1nferno, since the mod left off in 2022.

It was also a learning experience for me with how gradle monorepos work.

This makes potions of all types stack to 16 and adds a 1 second cooldown to splash/lingering potions for balancing.
