a backwards port of the /random command added in 1.20.2
compatible with /execute store and anything else that needs a command return, /random roll can be used by any players and does not return anything, it just sends a random number in the chosen range in chat, /random value can only be used by operators and does return the random value it generates, but does not send anything in chat
