Merged language from EvanHsieh0415:i18n/zh_tw. Fix bug where rules were forced to true by default. Added two NEW gamerules for bedrock parity:

NOTE: this was built on forge v47.1.47 (using mixins) . It will most likely work in neoforge 47.1.x as well
