Fix Horizontal Camera Lag

• backport to 1.20.1

• Fixed the camera being really jittery while in a boat

The mod now mixins into LocalPlayer instead of LivingEntity in a more compatible way. This was in the last version too, but i forgot to put it in the changelog

• Added a config menu to enable or disable features of the mod

• Added a config menu to enable or disable features of the mod
• Ported to NeoForge

• Clean up the code a bit
• Now only applies the fix to players
