Explosion Overhaul can now run client or server side only.

Physics are only enabled when running server side, sounds and screenshake are only enabled client side.

Fixed Bugs

• #7 Ringing does not work in multiplayer
• #8 Screenshake does not work in multiplayer for client
• #10 Ringing sound gets attenuated when you move away
