VelocityBlockVersion

Big thank you to @4drian3d for the pull request (#28).

• The plugin will no longer need to update if there is a new Minecraft version. It will pull the version information from Velocity's API.
• The reload command will now only appear/work with players who have the permission node.
• Bumped the Java version from 8 -> 11 (I should of realized Velocity requires 11+).
• Many code improvements.
