Silly update for the holiday season. Happy exploring!

Additions

• Added the Frozen Wasteland preset. All snowy biomes, higher mountains that go up to y420, very desolate.
• Added the River Ice config option, which puts ice in underground rivers under snowy biomes. Off by default, on in the Frozen Wasteland preset.

Changes

• Reintroduced Neoforge 1.21.11 support.
• Made underground river lanterns a bit more common.
• Fixed the world being flooded with the Mushroom Fields biome when Ocean Offset is set to numbers below -1.
• Datapacks that change the build limit won't also change the generation limit if Tectonic's height limit settings are kept at their default values.
